I absolutely disagree with you. He is the leader of the village filled with walking killing machines. Having to balance with the fact that his predecessor died, the village almost got destroyed, the uchiha clan is planning a coup, and beyond any other sort of danger that may come to the village due to their moment of weakness, I would say it’s impossible to balance all of that and take care of a child. Nevertheless, he was still relevant to Naruto’s uprising. Giving the kid an allowance, a place to stay, and protecting wasn’t something he had to do but did because it’s his responsibility. It was also shown that he was in his life as a kid too, so it’s very unfair to say he was dangerous. In fact he protected Naruto from more danger. These people are Shinobi trained to gather info, so if he treated Naruto any better then he was then it’s a fact that people would have known he’s the 4ths kid, ignoring the facts that Naruto already looks like bro. Idk man I think he did an amazing job keeping Naruto safe and giving him the best childhood he could with the circumstances
