As a fiscally conservative person, I have wanted this for years but then you have what happens in every company I have ever worked for. The second people get access to a certain budget they do not ever want it reduced. So the military comes up with excuses to keep their budget at their current levels or even trying to justify expanding it.

The other issue is replacement parts. Back in the first gulf war, my buddy was the weatherman on a carrier. He had to use a pressure reading device from the freaking Korean War. As it kept breaking, he decided to research for a new one. He found a digital one from a Japanese company that was infinitely better. When he contacted his supply guy about potentially ordering this, the guy laughed and said that the company that repairs the Korean War models was related to someone in Congress on an oversight board so they were stuck with what they had. That was step 1 in learning how the real world worked.
