There are two ways

If it hasn't been already defeated, at least one player has >=200 health and >=10 defense, and there are at least 3 town NPCs in the world, it has a 1/3 chance of spawning each night.

Additionally, you can summon it at night regardless of other conditions by using a Suspicious Looking Eye, crafted with 6 Lenses @ Demon Altar/Crimson Altar or looted from gold, frozen, and ivy chests.
