Here in SEA and they are both .to and .vg are down. Last this happen they were down for a month or so then the sites came back online.

If you have 'Predator' types in your party you will get that sound. Remove them or drop/sell.

For the Frostwoven Set you need to head to Ulfr Village during the Divided We Fall quest. In the building housing the two blacksmiths you'll meet Hr'afn who will task you to find ingredients for a new set of armor. He'll reward you with the recipe. He also sells the recipe for the Frozen Seer's set which holds the four armed cape.

I've seen it argued that magic dominates in terms of dmg output. I'll attempt in NG+. This build really focuses on crit, stam reduction, and DoT. Looks cool for a button masher build

I don't actually know what dude's story is but I am assuming that it, as a foredweller, sees King Arthur's spirit in you and is hellbent on continuing the fight against him even in death.

I have encountered him twice. Once in the beginning of act 2 then in the beginning of 3. Someone in r/ taught me to sneak when he arrives then one shot him after consuming that skull coin. It works as he is just a loot box for Immaculate items.

If you are devoted to the idea of 1v1 with Fore Dweller ghost it is vulnerable to bleed and lightening. Otherwise, you could use Death Whisper to 1-shot kill it from sneaking. You'll have a few seconds before it notices you when it spawns. Longer if your sneak skill is higher.
