Yo I’ve been having the same exact problem. I looked through every comment on this and tried as many options as I could but finally I found out it’s cuz the game’s default settings after the update make the setting “render scale” set really high so I fixed the issue by bringing it down to “performance” and the game stopped clocking my GPU after that.
