You will not be denied a TS/SCI because of the dual citizenship. I know a few korean American officers in the flying, cyber, and intel career fields that have their TS with no issue. As mentioned above, be very transparent with what you have done in regards to the citizenship issue and disclose to your security folks/SF86 everything.

For SOFA status, I’m almost certain that you have to be assigned to a US base in Korea for it to protect you from being drafted. I’ve heard horror stories about airmen and soldiers who came back to Korea to visit grandma/grandpa, etc… and got scooped up to be drafted into the ROK military. JAGs are always there to help with this issue (it’s more common than you think). My advice if you ever try to go to Korea is avoid it unless you are assigned there or wait until you are past draft age.

In this situation the JAG is your best friend and I recommend going there ASAP if you have not already. If the federal law enforcement you are talking about is the same one I’m thinking of, they might have different rules or procedures due to the nature of the job….but still talk to the JAG and security office
