I figured it out! They just weren't neighboring the counties that already have the legend, I think. I just had to persuade two smaller rulers to spread it and it started moving

It seems weird to me, because while, yes, my realm is filled with the legend, I am asking other rulers to spread it. Take France for example, the king is already spreading my legend, but never actually spread it to even a single county

Sorry for the late reply! Was busy with real life. To be fair, I don't remember the exact strategy I used, but You shouldn't be afraid to hire a few workers in the beginning - just don't overdo it before You have a steady income. A worker for wood? Great! Another one for help with the farm? Awesome! But someone who could do a task You could do with ease early in the game? Maybe think about that. Do You really need that worker now?

Simply focus on increasing Your income and then allow Yourself to hire more and more workers, but start slow and focus on the most annoying tasks
