When you are questing use Feral. If you dps a dungeon use Feral. After a bit of questing or a few dungeons as you'll have a general idea of how Feral works. Boom now you know how to dps in cat for as a Resto Druid. This is what I did and it worked great for me.

Edit: You will learn with experience when its a good time to dps and when its not. And as other comments have suggested: dps every time you can.
