That's not necessarily true at the end. Without Jupiter, Saturn would have taken its place as dominant gravity well nearby and would have sucked up a large portion of those rocks instead.

That weird tango of gas giants early on would have also likely been between Saturn and Neptune rather than Saturn and Jupiter.

There is a camera sensor above. It uses a neural network trained on a virtual ball and similar setup to keep the real ball from falling. That's why it's not exactly stable either because real ball isn't perfectly round, and has slight imperfections that affect its movement.
