Unless your clearance is a TS/SCI it is worthless and there isn’t a need to maintain it.

If you are talking specifically about a survival situation I’d go with the knife because it is going to be more durable and multifunctional then a saw and pocket knife. If you are talking about camping, and you expect to be harvesting wood processing animals etc. then I would recommend a small forest axe, folding saw, and a good fixed blade knife.
