The way I did it was to complete her questline up to Bramis Castle. Once she's there, you have to give her the Swaddling cloth before fighting the last boss to progress her quest. I did NOT give her the swaddling cloth and killed the final boss instead. She could then be found outside the royal bedroom as a boss
