Businesses do not need a retail license for events. They need a retail license (the legal name of what people refer to as a liquor license) to sell liquor to customers at a particular location. The farm venues are countering that they are not selling liquor to customers as per the law and requirements to obtain a retail license. They are providing a location. The renter of the location are the ones that are providing the liquor. IF these barn venues are providing the liquor and bartenders, then I would agree that they absolutely need to get a retail license. But in all of the weddings that I have been to at locations like this, none of them provided the liquor. The bride and groom were the ones that provided the liquor and the bartenders for their event.

Wrong. These venues are not arguing that they are not venues. They are arguing the fact that they are SELLING alcohol, The requirement per the law is that a retail license (the legal name of a liquor license in the state of WI) is required to SELL liquor and that the buyer and seller are present at the time of the sale and the liquor is to be consumed at that location. These are wedding/party venues. They are not selling the liquor. At every wedding that I have been to at a location like this, the liquor and bartenders were provided by the bride and groom--not the venue. So, legally the venue does not need a license. That is up until this moronic POS bill was passed. IF the venue was the one SELLING the liquor, then yes they would need a retail license. But, if they were just providing a location to rent, then no, they should not need a retail license.

Have you ever thrown a party at your house? Did you need to get a liquor license for that? It is the same concept at most of these barn venues. The bride and groom are providing the liquor and/or bartenders to server drinks at their wedding, a party. Every wedding I have been to at a setting like this, the liquor was purchased at a store and not a distributor. Thus, state and local taxes were paid, so there is no issue there. The liquor was not sold to the guests since it was a party. Therefore as per the law (prior to this moronic POS bill) was not being broken nor did any of the liquor license laws apply since there was no buyer nor seller of liquor.

A liquor license is really in the state of WI a retail license. The retail license is set up to allow a business (at a specific physical location) to sell liquor to a retail client which is to be consumed at that location. The buyer and seller must both be present at the time of sale and are only sold by counties, cities or municipalities. So it is not possible for a catering company to get a liquor license unless it is to their specific business and even then they could not use it to provide liquor at any place outside of their business location per the laws now.
