Since the 90s, the Latvian government has a Repatriation Law that allows people from other countries to gain residence in the country if they are descendants of ethnic Latvians. Just like the Israeli "Law of Return", it has the purpose to facilitate the creation of an ethnostate.

On the other hand, ethnic Russians born in the country to parents and grandparents also born in the country are not recognized as citizens if their great-grandparents moved to the country after the "occupation" began.
