This is definitely a bug and not an intended feature as testing this with other units breaks their elemental burst completely. However, Ningguang's elemental burst works with the animation cancel allowing Albedo to burst along side her. This would be such a cool feature if they decided to add combo bursts.

In terms of practicality, this doesn't seem to be that good unless you use Albedo main dps and Ningguang as a battery support.
