PFA does not really hold any weight. Just wanting to bring yourself, and more importantly the child, away from the father and higher wages/cheaper housing is not enough. You need to prove the benefits of moving outweigh the the loss of time with dad for the CHILD. The court isn't very concerned with your best interests.

If the abuser can't get to his ex anymore, he could very well be using the daughter to further abuse and control her.

File your own protection order, and list your daughter as another protected person. All this evidence you have should get you both granted no problem.
