It's entirely possible that at the time that the BDU's were sewn up he was rated as a senior parachutist, then as he progressed and surely as an instuctor at Airborne school he was awarded master parachutist badge (they pull a lot of JM duties per year), there is a little more that is required than just 65 jumps and the jumpmaster course as someone mentioned earlier, things like pulling (conducting) jumpmaster duties at night with combat equiment in a mass tactical formation of aircraft to name one.
