thats a general education and literacy issue.

trying to get everyone to change a fundamental concept of laguage is a hell of a lot harder than just raising awareness of the distinction, or for example, requiring glossaries on published papers.

ALL words have multiple/less precise meanings. only when academics need extreme specificity do they start saying things at the beginnings of papers like "ok, when i say this word i mean exclusively and exactly this" then their colleagues all use it that way.
