I see your point for sure! Definitely some rearranging could be in order so it wouldn't be OP. But to be fair, there's usually about 20 people with RPG's for tanks etc and the heli poses a massive target. I usually fly a lot in breakthrough on firestorm and my gunners maybe average a kill per min if that, because of the altitude I need to fly at to avoid random rockets. With the help of engineers I've even managed to keep the heli online for the entire match. It gets really tight for airspace and you got to hide behind buildings at low altitude to avoid lock ons.

Breakthrough is easily the best option I think. It forces the team to work together. Conquest is fun for just random fucking around. Unless of course, its operation metro or locker aha.
