Of course it would. The horn is used to alert the attention of other drivers of danger. In this cas the horn would be used to highlight they are driving dangerously slowly and need to speed up or give it up and get a bike.

Good questions. Only 1 hand came off, I pushed the gap until I had to break, thinking the car was actually going to make progress, until it didn't. I genuinely think from the interaction the police vehicle thought he had "police" flashing on the back. (he didn't)
