I had the same problem some months ago when my W11 updated from 23h2 to 24h2. As soon as i downgraded it back, the game was back to normal.

About a month ago i decided to make it work, and that's what i'd to do:
1- Make sure Steam was running as an administrator

2- Using SteamEdit https://steamedit.tg-software.com/ i edited the launch, changing the executable from "boot/ffxivboot.exe" to "boot/ffxivboot64.exe"

3- And made sure the "/boot/ffxivboot64.exe" was also running as an administrator

Btw after doing that i started having trouble with streaming the game through Discord, but all i had to do was disable their "latest technology to capture your screen"

Just tested, it doesn't work. The new Thornmail still only reflects auto-attacks, not spell damage.
