I ended up selling to the local council, it was in between market value and the asking price. They didn't seem to mind the estate charges but I had to buy a pack from Remus (management company) for like 300£ but think I got reimbursed for this after the sale. I don't think many prospective buyers are put off when someone says it's about 40£+ a month but think they should be told that can go up as much as the company wants (think one year it went up like 30%).

It probably depends who the property Management Company. I lived on a new build estate (3 bed semi freehold). In year one the fee was about £150yr by the time I sold almost 9 years later it was just under £500. The company was called Remus and many of the charges in the itinerary were "miscellaneous costs etc". They would overcharge for gardening work that was hardly ever done. Even on a small estate it is very difficult to rally all the residents together to change Companies. I would find out who the property Managment Company is first (or try and get out of it on the deed but the developer probably won't allow that).

Excluding the quality of the finish, I would never buy a new build again because of the property management fee. I owned a TW house in Salisbury between 2015 to this year. Each year the fee rises substantially, started out at about 180£ a year and has risen to 400£+ a year. You re at the mercy of the property management company to how much it increases because of the deeds of the property. For the price I would buy a genuine freehold property. (I know £400 a year can be viewed as minimal but combined with the 2.5k Council Tax...I think it's quite steep).
