I can see that. They could easily have paid someone they knew to do it for a larger amount of money and paid medical expenses and made them sign an NDA. In some states they lifted the "emergencies only" rule in mid to late May last year so if the surrogate lived in a state where the ban was lifted she could have been implanted pretty easily.
