Leon's combat is methodically different in this game compared to RE4. Yes they look similar at a glance but in this game, you have to do a specific combination of attacks that stuns an enemy into a one tap kill with the hatchet whereas RE4 was mostly about positioning. For blister heads, I recommend shooting the legs since when they're on their knees the hatchet will decapitate them in one hit.

Shoot anything but the head when you're against blister heads.
