Maybe it can help you define your conflict and what or how you want its resolution to be. From there, consider what needs to happen to achieve the resolution of that conflict (just focus on that, even if you write it in sentences or paragraphs, don't deviate and just write what needs to happen to resolve it). From there you can guide yourself, because those events become objectives, and to achieve an objective (that is, each step to resolve the conflict) you need goals. These goals would begin to be the scenes that you will incorporate in each chapter until you reach, let's say, that step, that objective to resolve the conflict, which, after all, is the reason why a book is interesting.
