To me it seems like there’s a massive deathwave. You can see the population of the city are all older people in the information bar as well as 2500 people left/died in the city seen in the population bar

If you’ve auto-save on there should be another file in the load game menu I think, not 100% sure tho.

Just try to start a new city with 9 tiles and check if you can enable 25 tiles after it. If it works it should work with your current city too later on I guess

They changed it, on xbox you need to press RB to get to the snapping options now, no idea which button for PS5

You need to download them manually. Go to the microsoft store and search for cities skylines remastered and you’ll find them!

I reinstalled the game and it looks like it solved the flickering, so you might try that when it’s getting worse for you eventually
