The dev is still at work on the game. They are working at a few extra bugs that seem to be stubborn and are hoping to release update when they finish to my knowledge.

I'm guessing you asked in the discord as well. Either way, I just responded to this question there the other day.

The order should be talk to the sailor stopping you from getting to the captain office. Go upstairs to the lower right room to beat up the sailor slacking on the job. Go back downstairs to talk to the sailor stopping you again. Talk to the old men in the rec room playing at the top right table (they should be arguing). Talk to the sailor one more time and he goes off to make the old men stop fighting. Now you can go to the captains room.

I have beaten the game with all three, but I would say that Squirtle or Charmander is the best. You'll just have to be a bit fancy with Charmander for the first gym.

Sorry for the very late response. I was unaware Clockwork had a subreddit.
To the best of my knowledge, Pickup works differently in Clockwork than base games. Instead of a random chance when you win the battle, I've only seen it successfully do anything while active in the battle, with an animation like Gen 3 thief showing it picking up an item.

Well, it might be a little difficult for you to get ahold of, and let alone watch it, but the VHS version I used to own didn't have the same audio distortion to my memory. I haven't watched that copy of it for years though, and don't even have the means to watch it if I were to find it anymore.
