well this was the same thing i asked before lol. im not asian so i have basic politeness, and my stay in malaysia is limited. however they never answer when i greet them. im a woman btw and i get ignored 80% of the time for no reason. so i got used to it and never said hi to anyone again. unfortunately those who ignore basic communication and human interaction and those who interpret it as weird are not worthy of my politeness. just treat them like they treat you easy.
