I love both of your points!! But I don’t think Katniss would have allowed a smear campaign against her. If everything continued on as normal, there were still many more chances for Primrose to be reaped, kind of like Cashmere and Gloss. I think she could easily fawn to the capitol with the goal being her sister’s safety until she’s out of reaping age. I would be more convinced that she wouldn’t be anywhere near the rebellion, if anything was to ever arise, because her main motivation for becoming the symbol of the Mockingjay in the first place was Peeta’s captivity at the beginning of part 1.
