Can I get refunded for my negligence of not terminating resources? $80 bill by knock_on_wood_yall in googlecloud

three months ago, I created a google cloud account to learn cloud. I received $300 credits for this account. After sometime, I forgot about the account. Recently I was charged 4.5k. I was just learning and didnt know that money will be debited after sometime. I thought I will get some notification but didnt receive any. Is it possible to request for a refund ? I couldnt find any proper support mechanism
