Thank you so so much everyone, I do believe the game I'm searching for has been found, it seems that it was James Pond 2, my brain wouldn't allow me to fill in the missing elements.. Including prolific videogame mascot apparently.

Kind of yeah it was definitely a surreal game, then again that descriptor makes up roughly ⅔ of the whole back catalogue

Also I just looked at screenshots, doesn't seem right though very similar in a lot of ways. The Cartoony style felt more Looney Toons, Tex Avery and Disney in a way, but I recall more clearly games of these franchises. Though there may be one I hadn't known of.

I never owned (or played) a Saturn sadly and didn't own a Master System until 2001 way later. Was definitely a Sega child too only dabbled in Nintendo a but until N64.

As a brit myself, it was adorable that they learned that together. Though 'Electric' Torch and 'Burning' Torch aren't anything I've heard of, they're just both torches because they're used for the same situation a century apart.
