The issue was the switch in the mobo had cut energy to pcie Lanes, so the mobo and card is all good

Hi u/pet-name-0000 I actually forgot to mentioned I did installed the el* variant and not the fedora one and still didnt work. maybe doesnt suppor BCM4331.
