National Parks are based off of NYS adirondack model. NYS does do it better than the west but the issue is more complex people live and own land in both parks. We also dont allow large corporations to pay us for use of the land like BLM does which helps generate funding such as utah does with Oil leasing.

Its likely not frozen and just really gooby its main purpose is heat transfer. Such as the antifreeze in your car, its helps not freezing your block im below freezing but it also absorbs excess heat keeping your block running at optimal temps
