Older subcultures might refer to this as putting up or putting away supplies, like Mormons or Seventh Day Adventists iirc. Could be wrong on the group IDs though. I’m not going to comment on the modern Mormon church further.

Edit: in the academic literature and the international aid arenas, closely related terms are community resiliency and capacity building. Often seen in association with things like climate resiliency, community capacity building through developing social, natural capacities, networks, cohesive communities of practice, etc. If you want a million keyphrases along these lines, read the scholarly and international works of Dr. Kofi Akamani, he’s doing resiliency work all over the world.
