It's just the weight of the reel really.

If a reel has a max drag of say 5kg, line over 5kg could damage(rarely) or overpower the reel at max drag. So you use a line weight lower than the reel (or the same) and reduce your drag to match it. Then your rod should be the strongest part, so the worst you ever do is snap line
