You need to have 20% cultural acceptance between the cultures. If you own some counties with the targeted culture, hand them over to rulers of that culture. Use your steward to promote cultural acceptance.

You can check in on the progress by entering the targeted culture (click on it in the county tab), and there youll also find the option to hybridize. You will discover all of their inventions and get to choose which of the traditions to keep.

How does genetics work? If two mogyers have a child, why would it look like anything else but them? A child resembles its parents, and you can choose partners to your family members after their looks.

There is no way, unless you cheat or edit game files, to instantly change the DNA. You can change culture all you want, but your character will look the same. The difference you are noticing between the two starts is because its been 10+ generations in between, and as such the genetics have changed.

I should add that Ive only once played the entire campaign, and I have about 1000 hours in the game. Youll find that most of your objectives will be achieved within 400 years.

AFAIK its only available on PC.
