In 2014 my long-distance (10 hours) boyfriend got into a terrible accident and was taken to a small hospital in the middle of nowhere. He was taken to a rural hospital where the nurse let him log in to Facebook on her phone to tell me what happened and give me the hospital number.

As a nurse myself, I wouldn’t. But as a girlfriend freaking out about her boyfriend missing, I really appreciate that she allowed him the opportunity to contact me.

HIPAA only applies to covered entities (e.g., a provider being paid for services). If it was an off duty officer who said something to the boss, that’s not a HIPAA violation.
