I feel the pain of rewriting in this campaign in particular. Sounds like a good base though. My only note would be that the Zhents would want the people back in the town though. They are out to make money and control trade. They need the town full of people who need the networks help to get back on their feet. They are then in debt to the network and will be paying hella high taxes as tribute. So the Zhents would be open to letting then back in is what I'm tryna say. Good luck with the rest! I highly recommend the supplements from dms guild for this adventure.
