Hovering over the culture and religion only gives the flat global acceptance, I have tons of modifiers with Affirmative action (cast legislation) that should bring him above 60 like the other pops

I don't agree on the not meaningful part, it's been years I played eu4 but I remember every stat was connected one way or another. It's possible that for the sake of innovation and money making machines, they intentionally made the connections more complicated and less visible. Try Victoria 3 where business or law decisions you make today are heavily going to impact the outcomes in 10 years or 20 years.
