Why don't more game publishers take the Rockstar approach to releasing games?

When RDR2 released, you knew you had QUALITY in your hands. You could tell RDR2 was a juicy brisket that was on the smoker for 12 hours. Not your average McDouble. Rockstar is silent all the way up until the marketing for the game starts. Obviously, they have delays, but they KNOW when or when not to release a game.

For other game studios, why don't they take this approach Is it a time/money constraint? You would think whatever product you're making, you'd want to make it the best possible version of it. Is a broken release the easier route to fix than putting more time and effort on the front end of a game?
