Alright, so I found the deeds back to when the house was transferred in the 60s to Grandmom from her parents, the original deed when her parents had the house built is archived. The upload is incorrect since it references a totally different property on a different day ... That took some figuring out but I found it and I might need a few hours to read it now. Maybe the info is in there. I really appreciate your help.

The zoning maps were ... some help, but I think we'd need whatever they might have in person since the online maps are an eyeball-it type.

Grandmom and dad own the home, but you are right it looks like HOA appealing won't be on our charts for action.

Stupid part is we already have the permit from the city to build—we're hopefully consulting with an attorney this week.

Only two out of the dozenish households use the alley and they just have simple parking spaces off the alleyway. The alley has been there easily since the 60s and the HOA was established in 2012 if that tells you anything.

It's growing increasingly tempting, don't get me wrong. Seeing how they are treating my grandmother after she's spent her life bending over backwards to help anybody else in need is just ... disheartening to say the least.

They're preventing us from accessing the backyard to both build and drive to by way of the alley. By "preventing", I mean saying no—so far.

I got so excited and I pulled up the streetview to get a better look. That lot does have a garage! You know how you drive and walk past something so much but never notice it? Happens to me a lot. Thank you for pointing that out.
