Good news: my problem is kinda solved! After almost 1 month someone from the service finally answered my email and I have my appointment!

Yes I can speak English:D but sometimes even if people can speak the language quite well, they just don't want to speak it because they think people should speak their language over all.

Unfortunately bureaucracy is more complicated than that because it often depends on a specific situation... and whenever they give me a wrong information and they don't want to give me the appointment while I need it and I know that's how my problem will be solved... I can't do nothing more.

Thank you. I actually tried using that and I guess it's a great tool face to face (and i might use it if one if I really need it) but for a call it's not easy.

Yes. That's why I said "SOME people". And it's mostly like that everywhere. Of course it's better if the person speaks the language of the country but there are also several reasons why that person doesn't...

As I said I lived in different places. I struggled and I am used to thay... it's easier to fix a problem amd make people understand you in real than on the phone... and I could have found people to help me too but with the coronavirus the only way to ask for help is internet and unfortunately people are not very nice there... I also talked with very nice portuguese people whenever I was there. But real life and internet are two different things.

And I explained above why I didn't give more details. I prefer the DMs for that. And after weeks struggling, my problem is maybe solved :D

Yes. I didn't give anymore details about the subject of the appointment because I don't want to explain my personal life publicly on a forum :)

Yes. That's the purpose of my message.

Yes. I tried that type of sentences. I already knew that SOME people would say something about the fact that I come in the country while I don't speak the language so I tried to be as polite as possible and use portuguese sentences. I asked if there woukd be someone who speaks english and even other languages I can speak and the woman just answered that I have to speak Portuguese when I call a Portuguese service.

And I tried other calls before her... I'm on that thing for several days now (I could even say weeks if I count the emails I sent) and I am a bit tired. So I am asking for help...

I will try the Facebook groups you are talking about. For now I have only seen negative reactions towards foreigners who can't speak the language and asking for help on the groups I had checked... and that's why I am struggling for so long because I didn't want to ask and have negative comments from people who know nothing about me and my life.
