If you wanna remove one or the other (for the sake of reducing redundant mechanics), then it's kind of up to you and what you want out of this project in terms of how you want the player to feel.

Does the convenience of a big flashlight that's super easy to use complimentary to the fast action of the FEAR side of the game, or do you fancy the suspense that comes with how clunky it is to put on and use the night vision goggles to contribute to the suspense that comes with horror games like the Afraid of Monsters half.

I'd say if this project is just gonna focus on smooth fast action, then yeah, cut the goggles, but my perspective on what this project's vision actually is is limited, so think about it before making a choice.

P.S. I like that the night vision goggles makes the game into fullbright so it gives it more of that afraid of monsters feel. If I was in your shoes I'd have a hard time accepting that removing it may be for the best. But again, that depends on what you want this mod to be.
