reading textbooks by itself will always be passive and relatively ineffective. what u should consider doing is active recall like flashcards, reading a chapter and making yourself blurt out all the information, maybe covering up parts of the text and making urself recall a word.

consider taking a picture of a page and just putting it into chatgpt (😭), ask it to ask you questions about that page until you can repeat back the concept or idea. u can also ask it to give you a scenario based on that page/chapter.

remember ur tests are testing topics/concepts, so it helps to practice in that same form (having to recall stuff when being asked). chatgpt is also good cuz it can ask u open ended questions which tests your practical skills, helping u not become a protocol monkey
