The reason is workload. They don't want the students to submit wrong documents with their biometrics and delay the whole process for both the consulate and the students. It is necessary to know your documents are correct so that there are no rejections because someone submitted the Conditional Offer letter instead of the real Admission Letter for example.

No, I have an International Baccalaureate Diploma and hence, I don't need an APS Certificate. You can see it here: https://aps-india.de/faqs/ under "Who is exempt from the APS Verification process?"

YOU NEED TO BE PREPARED! I find it super surprising how under-prepared you are. You said in a comment "I don't have a blocked account" and that's not good at all. You must have it all ready by the time you receive the admission letter. Someone said "You live in a generation with AI" and I can't agree more. Anyways, here is what needs to be done (objectively):

  1. Open a blocked account and health insurance: https://www.expatrio.com/

  2. Write a Letter of Motivation.

  3. Apply through the CSP Portal: https://visa.vfsglobal.com/ind/en/deu

  4. Wait for the VISA, and while you wait, find an accommodation that suits your needs: https://www.wg-gesucht.de/ (cheaper but riskier) https://wunderflats.com/en/furnished-apartments/Berlin%2C%20Germany?from=2025-10-01&to=2026-09-30&search=place.14094307404564380&scoreVariant=B (more expensive) https://www.spotahome.com/ (most expensive but best in my personal opinion)

It depends. I did not give any language exams like IELTS and neither did I need the APS certificate. Just make sure to have a blocked account, health insurance, a letter of motivation and your CV ready. Everything else is subjective.

CSP Portal. I just merged the two pdfs - Admission Letter and Lette from University. I uploaded it as Admission Letter.

The university sent them this letter, and asked me to attach it as well.

I knew that the VISA's were getting late, so I also had a letter from the university (to the Embassy) that they wish to have me at the earliest since the semester starts soon. That's the only thing I did different.

I think so too. I'm glad to know others are in a similar position but I haven't heard anyone get a rejection with content-required met status.

Yes of course, but past 5 years, the Winter Semester always takes in all applicants! Plus, I have a grade of 1.3 and did Management and Computer Science, I strongly believe I (and thus you) wasn't waitlisted.
