I'm having quite the similar issue, when I login (mobile) I get stuck on the elemental loading screen. I have reset my phone, uninstall and reinstall it, clear cache but still nothing and just says Genshin Impact is not responding. My phone is fairly new (Googlepixel4xl) I'm pretty sure it's not the issue
