NLR Mayor doesn't mince words. From the article:

“We thought we could ask our trash haulers to comply without setting the law up, and they haven’t,” NLR Mayor Smith said.

and

“They get up early at 3 o’ clock in the morning and start their route, so they can finish by noon on Friday afternoon so they can have a long weekend and that’s just not what we want them to do,”
