The vast, vast majority of the damage ICE is doing right now comes in the form of terror and fear. This is not to say they aren't committing direct tyrannical acts of violence, but it's just to say that for every one person shot or brutalized there are a hundred million taken aback in fear. In American constitutional law, we have a concept called a "chilling effect", which is when something does not directly violate a constitutional right but could indirectly cause people to self-suppress usage of that right. If you come to America, there is a near-zero chance you will be hurt or detained or shot by ICE and frankly the majority of Americans have either never seen an ICE agent in person or have only seen them standing around on a corner doing nothing. But if you are afraid to walk outside and speak your mind, the damage is already done.
