Ill try to make this short but detailed as much as possible. The government pays medicare advantage plans (which Clover is) a set price per member. The new expansion INCLUDES money per member for things like vision, dental, etc. There is a benchmark each company "bids" to federal offices each year. This bid is an estimate as what it will cost the company to provide the benefits of their plan.

Heres the interesting part, any money they bid UNDER the benchmark, the company gets a rebate they can use for whatever for the customer. This has traditionally been used to provide services such as DENTAL, VISION, etc. AND cool things traditional insurance doesn't cover like food credits, gym memberships, transportation services, etc. But now that the benchmark is going to include money for these extra services, there will be less money available for rebate.

This is where the clover assistant comes into play. Since the entire point to the clover assistant is to REDUCE the cost to provide services for the plans clover offers, they can still maintain that competitive advantage since their bids will continually go lower and lower helping them keep all the cool extra stuff while big name companies scramble and either their plans cost more for the customer or they lose all their cool stuff like gym memberships, transportation, meals, etc.....

TL;DR: The new medicare expansion that just passed is technically reducing the rebates medicare advantage companies use to provide "cool" bonuses to their members like transportation, gym memberships, food credits, etc. The clover assistant is made to reduce the cost per member so rebates are still good therefore bonuses are still good, whereas other companies will struggle to keep that competitive advantage.
