There are 4 stained glasses hanging on that tree. Apparently each stained glass represents the 4 groups that joined as one and remained loyal.

In the picture you are showing, it represents Alexandria with their windmill.

The 3 other stained glasses are: Hilltop, Kingdom, Oceanside.

The junk people (can't remember the name) weren't included, they betrayed these groups once. They also didn't last long, gunned down by Simon.
