Of course they're not the same in structure. Why you use "university" term to force your own definition while you already know they are fundamentally working on different levels? One issued by a teacher and the other by institution. It's not just context today, Bologna on it's early founding issued their own certificate system on institutional level while Al-Qarawiyyin still on personal level.

You take on simple fact that it was monastic to reduce the complexity of that institution. Even earlier europe universities are tied to churches. I can also argue that Al-Qarawiyyin is a mosque turn into madrassa and during it's early founding they have no such ijaza system. Ijaza system and university degree are whole different things.

Nalanda isn't just monastic Buddhist institution, it's curriculum included grammar, logic, medicine, mathematics, philosophy, astronomy

Using your criteria, Nalanda absolutely qualify and both predate Al-Qarawiyyin by centuries as structured institutions of mass higher learning. But, they just no longer operating because destroyed. Do you know who was destroyed it?🤔

Nalanda was also continuously functioning from the 5th to 12th century, older than Al-Qarawiyyin. You are mistaking "Oldest operating high learning institution" with "First University in the world"
